A new development in an all ready crime ridden city. Arkham City allows for all captured criminals from both Blackgate and Arkham Asylum to run free in the streets of their own hell.

With the newly arisen Arkham City, the Asylum is barely used now. It still houses all records, but has fallen into a state of disrepair.
